Kollam -2 (Two)
Note:- (i) Conventional type application will be summarily rejected. Candidates
shall apply only through online application available at the Kerala
Public Service Commission website.
(ii) Separate Ranked list will be prepared for Kollam district in pursuance
of this notification. The Ranked List thus prepared and
published by the Commission, shall remain in force for a
minimum period of one year, subject to the condition that the
said lists will continue to be in force till the publication of new
list after the expiry of the minimum period of one year or till the
expiry of three years whichever is earlier. Candidates will be
advised for appointment against the aforesaid vacancies and
also against the vacancies, if any, reported during the currency
of the lists. In case no candidate is advised from the ranked list
till the expiry of the period of three years the duration of the
Ranked List shall be extended for a further period of one year or
till at least one candidate is advised from the list whichever is
earlier.
(iii) Applications should not be submitted to more than one district in
response to this notification. If applications are submitted
contrary to the above direction and if he/she is selected his/her
name will be removed from the Ranked List and disciplinary
action will be taken against him/her. Candidates should note
the name of the concerned District against the relevant column
of the online application.
(iv) The selection in pursuance of the notification will be made on a
Revenue District basis, subject to the special conditions laid
down in G.O.(MS) No.154/71/PD dated 27.05.1971. A
candidate advised for appointment in one Revenue district from
the ranked list prepared is not eligible for transfer to another
district unless he/she completes 5 years continuous service
from the date of commencement of service in the former
district. Even if transfer is allowed after 5 years, it will be
subject to the rules in GO(MS)No.4/61/PD dated, 02.01.1961.
Candidates already in Government Service holding this post in any one district are
prohibited from applying again for this post, but they can apply to higher posts when
notified.
5. Method of appointment : Direct Recruitment
6. Age limit : 21-39 ; i.e only candidates born between
2.1.1973 and 1.1.1991 (both dates included)
only are eligible to apply for this post. Other
Backward Communities and SC/ST candidates
are eligible for usual relaxation.
The maximum age limit prescribed for appointment to the post will be relaxed in the case
of ex-serviceman to the extent of the period of service put in by them in the defence
forces and the period of unemployment on discharge up to a maximum of 5 years. The
relaxation on the upper age limit will be extended disembodied territory army personnel.
Note:- For concessions allowed in upper age limit, subject to the condition that the
maximum age limit shall in no case exceed 50 years please see para(2) of the
General Conditions under Part II of this notification (except Para 2(i)).
7. Qualifications:
i) Literacy in Malayalam or Tamil or Kannada
ii) Must possess current Motor Driving Licence with endorsement for
driving Heavy Duty Vehicles and Motor Cycle and must have three
years experience in driving HDV either Military or Civil. Driving
Licence issued after 16.01.1979 must have endorsement both for Heavy
Goods and Heavy Passenger Vehicles and the applications with only
one endorsement will be summarily rejected. (Vide Amendment
No.47/78 to the Motor Vehicles Act.)
Note:- Proficiency in driving Heavy Duty Vehicles will have to be proved at a
practical test including H.Test and Road Test . Those who pass H.Test
are only eligible for Road Test.
iii) Medical Fitness:-
(a) Ear- Hearing should be perfect.
(b) Eye - Distant vision : 6/6 Snellen
Near vision : 0.5 snellen
Colour vision : Normal
Night blindness: Nil
(c) Muscles and joints- No paralysis, all joints must be capable of free
movement.
(d) Nervous System- Perfectly normal and free from any infectious diseases.
(iv) Candidates should be Ex-Servicemen/Disembodied Territorial Army Personnel.
(Self attested and complete copies of discharge certificate and Pension Payment Order
should be produced when called for).
Note:-
1) Candidates applying for the post must be prepared to clean and oil
the Motor Vehicles and the fact should be noted in the column
relating to qualification of the application form.
2) Selected candidates must be able to drive light duty vehicles also.
3) Physically Handicapped candidates are not eligible to apply for the
post.
4) Candidates should furnish the full details regarding the Driving
Licence and experience in driving in the relevant column
(qualifications) of the application form.
5) A practical test will be conducted for the selection to this post. In
case the number of applications received for this post is unduly large,
a written Test will be conducted. Those who came out successful
for the test will alone be called for the practical test.
6) Candidates called for Practical Test will have to produce a Medical
Certificate in the prescribed form in original containing all relevant
details as required in para 7(iii) (except iii(b) above from a Medical
Officer not below the rank of an Assistant Surgeon. A Medical
certificate regarding eye sight from an Ophthalmologist in
Government Service also will have to be produced.
7) The date of entry in service, date of discharge from service and type
of vehicles should be shown in the Experience Certificate. If still in
service, the fact should also be mentioned.
8) Candidate from the ranked list prepared in response to this
notification will be advised for appointment as per turn against Head
Quarters vacancies also.
9) Candidate should possess a current Driving Licence on the last date
of receipt of application and on the date of all stages of selection
including on the date of appointment .
Probation:
Every person appointed to the post shall, from the date on which he joins duty be
on probation for a total period of 2 years on duty within a continuous period of three
years.

8 Does he show any evidence of being addicted to the extensive use of alcohol,
tobacco or drinks?

Note:
Details regarding standards of vision should be clearly stated in the certificate, as
given above and vague statements such as vision Normal etc. will not be accepted.
Specification for each eye should be stated separately. Special attention should be
directed to the distant vision. Required standard of vision are as follows.

8. Mode of submitting Applications:-
Candidates shall register as per 'ONE TIME REGISTRATION ' system on the
Official Website of Kerala Public Service Commission 'www.keralapsc.org' for applying
for the post. Candidates who have registered shall apply by logging in to their profile
using their User- ID and password. Candidates shall click on the 'Apply Now' button of
the respective posts in the Notification link for applying for a post. No application fee is
required. Candidates can view and have a print-out of the details in the profile by
clicking the link Registration Card, if required. Candidates are responsible for the
correctness of the personal information and secrecy of password. Before applying for a
