FIRST NCA NOTIFICATION
Applications must be submitted online through the Official website of the commission after “ONE
TIME REGISTRATION”. Candidates who have already registered can apply through their profile.

The above vacancy is now in existence. The Ranked list published as per this notification will
be valid till candidates are advised and appointed against the above vacancy earmarked for the above
community but remain unfilled due to the paucity of candidates during the currency of the Ranked list
published on 28-09-2011 for the post.
5 Method of appointment : Direct Recruitment - (From candidates belonging to LC/AI
Community Only]
Note: Applications submitted by candidates other than from LC/AI Community will be rejected.
Individual Communications regarding the rejection of their applications will not be issued.
6 Age Limit : Age 30-49. Only candidates born between 02-01-63 and 01-01-82 (both dates
included) are eligible to apply for the post. [Including relaxation in para 2 (i) of the
General Conditions]

conditions except para 2 (i) ]
7 Qualifications
1) A foreign going Masters Certificate granted by the Government of India or its equivalent
with command experience for one year
OR
Must have served as Officer not below the rank of Lieutenant Commander in the Indian
Navy in the Executive Branch and must possess the certificate of Service as Master
(Foreign Going) and not being in the active list there of.
Preferential :- Experience in piloting and /or dredging operation for one year or more.
2 Must be certified to possess the Visual Standard Specified below:
(i) Distant Vision:
Right eye Left eye
V-6/6 V- 6/6
(ii) Near Vision:
Reads 0.6 Reads 0.6
(iii) Each eye must have a full field of Vision
(iv) Squint or any morbid condition of the eyes or of the lids (trachoma like) of either
eyes shall be deemed to be a disqualification but not colour blindness.
Note :- Candidates should produce a Medical certificate (Original) in the following format obtained
from a Medical Officer not below the rank of an Assistant surgeon when the Commission
intimates.

Note :- Details regarding standards of Vision should be clearly stated in the certificate as given above
and vague statements Such as Vision Normal , 'Good,' Average', etc will not be accepted.
Specification for each eye should be stated separately. If the Specification are not as indicated
above, the Officer issuing the certificate should certify whether the candidates has got better
standards of Vision or worse standards of Vision, as the case may be. Otherwise the certificate will not
be accepted.
Probation:- Every person appointed to the post shall from the date on which he joins duty, be on
probation for a total period of two years on duty within a continuous period of three years.
Test:- Every person appointed to the post shall pass the following tests within the period of
probation.
(i) Account Test for executive officers of the Kerala State, and
(ii) Kerala Port Department Test (Higher Grade)
8 Mode of submitting application:-
Candidates shall register as per 'ONE TIME REGISTRATION ' system on the Official
Website of Kerala Public Service Commission 'www.keralapsc.org' for applying for the post.
Candidates who have registered shall apply by logging in to their profile using their User- ID and
password. Candidates must exclusively click on the 'Apply Now' button of the respective posts in the
Notification link for applying for a post. No application fee is required. Candidates can view and have
a print-out of the details in the profile by clicking the link Registration Card, if required. Candidates
are responsible for the correctness of the personal information and secrecy of password. Before
applying for a post, candidates must ensure correctness of the information in their profile. They must
quote the User- ID for further communication with the Commission. Applications once submitted will
be received as provisional and particulars shall not be deleted or altered after submission.
Applications will be summarily rejected if non compliance with the notification in due course of
processing. Documents to prove Qualification, experience , community, age etc. have to be produced
as and when called for .
