Note:-
(i) Applications submitted by candidates belonging to the communities other
than Latin Catholic / Anglo – Indian will be summarily rejected. No
rejection memo will be issued to these candidates.
(ii) Separate ranked list will be prepared for Kasaragod district in pursuance of
this notification. Ranked List thus prepared and published by the
commission shall remain in force until candidates are advised and
appointed against the vacancies earmarked for the above community, but
remain unfilled due to paucity of candidates during the currency of the
Ranked List published for the post in the date undermentioned below.

(iii) The selection in pursuance of this notification will be made on a Revenue
District basis, subject to the special conditions laid down in GO(MS) No.
154/71/PD dated, 27.5.1971. A candidate advised for appointment in one
Revenue district from the ranked list prepared is not eligible for transfer to
another district unless he/she completes 5years continuous service from the
date of commencement of service in the former District. Even if transfer is
allowed after 5 years, it will be subject to the rules in G.O.(P)
No.05/2013/P&ARD, dated, 06.02.2013. Candidates already in
Government Service holding the same post in any one district are prohibited from applying again for this post, but they can apply to higher posts when
notified.
5. Method of appointment : Direct Recruitment (From candidates
belonging to Latin Catholic / Anglo –
Indian communities only)
6. Age limit : 18-39, Candidates born between 02.01.1974 and
01.01.1995 (both dates included) are eligible to
apply for the post.
(Including the relaxation as per para 2(i) of General conditions).
Note:- For concessions allowed in upper age limit, subject to the condition that the
maximum age limit shall in no case exceed 50 years, please see para 2 of
General conditions under part II of this notification. (Except para 2(i)).
7. Qualifications: A pass in VHSE with Livestock Management as main subject.
Note:- Physically Handicapped persons are not eligible for appointment to the post.
8. Method of appointment :
(i) Candidates recruited by the Commission shall be appointed to the service
provisionally and they shall undergo the Stockman training course / Livestock
Inspector training course. After the successful completion of training, their
provisional appointment will be regularized from the date of first appointment
treating their training period as regular service. Those who do not complete
the course successfully in the first attempt shall be allowed three more
chances to complete the course successfully. In the case of candidates who
fail to complete the course successfully even in the fourth attempt, their
provisional appointment shall be terminated and they shall be discharged from
service. There shall be no re-ranking of candidates based on the marks
secured by them during the training.
(ii) Candidates selected will have to execute a bond in the prescribed
form to serve the Government of Kerala for a minimum period of 5 years after
the regular appointment. Those who leave the service in between or during
training are liable to pay for the damage if any fixed by the Government.(iii) Each trainee will have to produce a certificate (in original ) of
physical fitness from a Medical Officer not below the rank of Assistant
surgeon as and when called for by the commission.
9. Last date of receipt of applications : 05.06.2013 Wednesday upto 12.00
Midnight.
10. Mode of submitting applications:-
Candidates shall register as per "ONE TIME REGISTRATION"
system on the Official Website of Kerala Public Service Commission
'www.keralapsc.gov.in' for applying for the post. Candidates who have
registered shall apply by logging in to their profile using their User-ID and
password. Candidates shall click on the 'Apply Now' button of the respective
posts in the Notification link for applying for a post. No application fee is
required. Candidates can view and have a print-out of the details in the
profile by clicking the link Registration card, if required. Candidates are
responsible for the correctness of the personal information and secrecy of
password. Before applying for the post, candidates must ensure correctness of
the information in their profile. They must quote the User - ID for further
communication with the Commission. Applications once submitted will be
received as provisional and particulars shall not be deleted or altered after
submission. Applications submitted not in accordance with the instructions of

11. If a Written Test/OMR Test is Conducted as part of the Selection, Hall ticket of
eligible Candidates will be made available in the Website of the Kerala Public
Service Commission. Candidates are instructed to download their Hall Ticket as
per the instructions in the Website.
